What is the purpose of the Internal Fuel Transfer system?

To replenish the fuel in the #2 and #3 fuel tanks while maintaining the fuel system CG within acceptable limits.

Maintaining proper weight distribution is essential for controllability, so the system that moves fuel between internal tanks is all about balancing the airplane as fuel is consumed. The Internal Fuel Transfer System pumps fuel from other tanks into the #2 and #3 internal tanks to keep those tanks topped up when needed. This keeps the center of gravity within allowable limits, ensuring stable handling and reliable engine fuel supply throughout different flight phases and configurations.

Venting fuel vapors overboard happens with the vent system, and monitoring fuel quantity is handled by gauges and the fuel management computer, not by transferring fuel between tanks.
